As one of the two self-proclaimed guardian spirits of Starfall Dragonry, Oto' is benevolent and kind, using her numerous powers to help and guide others. She is very wise and often offers advice to those she deems in need of it, although she tends to remain in the shadows and rarely actually makes herself visible while doing so. She has an affinity for water and is most often found around lakes and other bodies of water, keeping watch over the people and dragons around them and ensuring that no one drowns or foolishly ventures into dangerous areas of the waters.
